GECII teamed with Electronic Data Systems, EDS, of Dallas Texas, at the invitation of the Uganda Government to perform feasibility for an IT infrastructure to support the activities of the Uganda Revenue Authority, URA, the primary revenue collection and taxing agency in the country. GECII and EDS opened an in-country office for six months.

GECII designed an IT infrastructure consisting of a VSAT node in Kampala to link operations in Uganda to EDS Data Processing facilities in UK (London) and USA (Plano). The network was designed to allow URA to process data collected from all of Uganda’s individual tax payers, corporations, customs posts, airports, parking meters, and value added taxes (VAT) on sales, and pay as you earn (PAYEE) from the national work force. Additional data of revenue generating nature, as defined by the Treasury Department such as weights and measures, would be added.

The data would then be transported electronically to London, UK and Plano, Plano USA for processing and subsequent down loading to the URA, Treasury Department and archiving both in the USA and Kampala Uganda for future use. The GECII/EDS team also defined the LANs and WANs that would be needed at each collection point as well as a nationwide private virtual network, PVN, for voice, data network and image communications that would be the basis for information flow into the Kampala information hub and gateway.

GECII received a private voice and data communications license from the Uganda Government to implement and operate the above network.
